Disaster Response Manager

Duty station: Dushanbe

Habitat for Humanity Tajikistan (HFHT) is seeking an experienced person for the position of Disaster Response Manager to implement Disaster Response (DR) program of HFHT and enable strategic and innovative disaster risk reduction, preparation, mitigation, and response through the development of programs aligned to HFH strategy and industry standards/good practice.

Duties and responsibilities:
  • Coordinate and manage all HFHT Disaster Response projects, including;
    • Risk & Needs Assessment;
    • Disaster risk reduction;
    • Organizational and operational preparedness;
    • Community based mitigation interventions;
    • Response;
    • Disaster Response Advocacy and Policy development;
  • Implement HFHT DR program in line with HFH International (HFHI) strategic development and contribute to achievement of national Disaster Risk Reduction and Response strategic objectives;
  • Develop and keep updated HFHT DR training curriculum and materials;
  • Provide DR training;
  • Represent HFHT in all DR related meetings and conferences including all REACT/ SNFI cluster meetings;
  • Explore partnership opportunities with other local and international NGOs operating in DR field and keep productive relation with existing partners;
  • Monitors and evaluates all HFHT DR projects and provides comprehensive recommendations;
Requirements:

Required:

  • Development and/or Management and/or Disaster related formal education;
  • At least 3 years of experience in the field of disaster risk reduction both in project management and DR training development;
  • Knowledge and experience in disaster project design and management;
  • Operational and financial management skills;
  • Coaching/consultancy/advisory skills;
  • High proficiency in English and Tajik required;
  • Experience in using Word, Excel, Power Point and databases;
  • Excellent interpersonal skills;
  • Ability to work independently and without close supervision.

Preferred:

  • Construction management or Construction Trades qualification - seismic engineering;
  • Working experience in INGOs;
  • Proficiency in Russian;
  • Understanding of and working experience in the Europe and Central Asia region as well as its cultural/social/political environment.
