Finance Manager

Duty station: Dushanbe
Closing date: November 6, 2011

Duties:

Responsible for financial management of the HFHT operations;
Manage Finance Department;
Supervision and presentation of quarterly reports;
Supervision and presentation of the National Office budget;
Plan, organize, direct and control the operation of accounting, audits and other financial affairs of the organization.
Developing and maintaining the appropriate financial policies, processes, tools;
Coordinating with finance staff, other staff members, donors to assure timely and accurate financial and statistical reporting;
Develop systems, policies and procedures of internal controls in line with regional office’s policies & guidelines.
Ensure standard financial systems are established and maintained in order to provide appropriate levels of security and controls over the organization’s resources and operations.
Ensure that internal and external financial reporting requirements are met in a timely and accurate manner in accordance with both Habitat for Humanity International (HFHI) policies and procedures and local statutory requirements.
Revising financial processes, tools and manuals based on feedback and program evaluation;

Requirements:

Bachelor degree in accounting, finance or economics field. Master degree is preferable;
At least 5 years of working experience in finance, including supervisory experience;
Financial management skills;
Experience working in an international organization, preferably in an NGO;
Fluency in Tajik and Russian languages;
Knowledge of English language is an advantage;
Computer literate: MS Office, MS Windows, Internet and email;
Advanced skills in the use of spreadsheets, word-processing programs and the Internet;
Cross cultural management skills;
Excellent communication and presentation skills;
