Microfinance Specialist

Duty station: Dushanbe

Duties:

Design and create new loan products/models; either for internal implementation or with external financial institutions;
Conduct due diligence of potential financial partners;
Investigate sources of external capital for funding finance projects and prepare loan proposals;
Maintain quality standards of the Habitat mortgage/loan portfolio (repayment rates, portfolio-at-risk);
Conduct monitoring and evaluation of housing finance projects and activities;
Promote Habitat services to external organizations in the credit and housing fields;
Develop analysis and solutions for delinquent loans;
Generate learnings and promote scaling of effective operational models, sharing and knowledge transfer in the country network;
Identify capacity gaps in the country of implementing microfinance projects and cooperate with Finance and Program team in developing capacity, including legal aspects and financial literacy of clients;
Coordinate the Microfinance work of the National office (NO), working with Area Office Housing Finance Team and Partner Organizations;
Coordinate and determine appropriate sources for financing and micro-financing for new models;

Requirements:

A university degree in a related field: accounting, finance, credit, business, housing economics, management, business administration, marketing;
Minimum 5 years of working experience in Finance or Financing;
At least 2 years of experience in operations and/or advising in financing, credit or micro-finance activity and micro-financing;
Experience in loan portfolio management and evaluations of repayments and portfolio-at-risk (PAR);
Experience in project management is desirable;
Working experience in international organization is desirable;
Financing analysis abilities - balance sheet, income statement, cash flow projection, repayment schedules;
Background in business development and experience in business management is a plus;
Decision making and problem solving;
Demonstrated ability to work within a team;
Fluency in Tajik, English languages; knowledge of Russian language is desirable;
Strong MS Office skills;
